Pushing Project 2025 Architects as Experts

On many occasions, Republicans on the House Administration Committee have called several individuals who have served key roles in drafting Project 2025’s election and voting sections as “expert” witnesses.

These Project 2025 operatives include:

Hans von Spakovsky: Project 2025 author Hans von Spakovsky has a long history of pushing false narratives about insecure elections, including spearheading the Heritage Foundation’s efforts to draft and disseminate model voter suppression laws and serving on former President Trump’s failed “Commission on Election Integrity.”

Despite von Spakovsky’s record, Republicans on the House Administration Committee:

  • Had von Spakovsky testify three times before the committee this Congress: 
    • at the April 27, 2023, hearing, “American Confidence in Elections: State Tools to Promote Voter Confidence;” 
    • at the July 10, 2023, field hearing in Atlanta, Georgia, “American Confidence in Elections: The Path to Election Integrity Across America;” and, 
    • at the May 16, 2024 hearing, “American Confidence in Elections: Preventing Noncitizen Voting and Other Foreign Interference.”
  • Chairman Bryan Steil personally chose to add von Spakovsky to the Board of Advisors for the U.S. Election Assistance Commission, a federal agency charged with helping election officials improve the administration of elections and expanding voting access  among eligible voters.  

Paul Ray: Paul Ray is not only cited in Project 2025 for the “significant amount” of time he spent aiding in the drafting of the document, but he also serves as an instructor in Project 2025 trainings.  

Despite Ray’s close ties to Project 2025, Republicans on the House Administration Committee:

  • Had Ray testify before the committee at their July 23, 2024 hearing, “Congress in a Post-Chevron World.”
